TÓM TẮT NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN
1. Bản chất đảm bảo an sinh xã hội trên địa bàn thành phố là đảm bảo các điều kiện cần thiết để thựchiện tốt chính sách an sinh xã hội của Nhà nước và xã hội nhằm hạn chế, phòng ngừa, khắc phục rủiro do những tác động khách quan, chủ quan đến cộng đồng dân cư trên địa bàn, đảm bảo sự ổn định vàphát triển của thành phố.
2. Chỉ ra các điều kiện nhằm đảm bảo an sinh xã hội cho người dân trên địa bàn
Thành phố Hà Nội: (i) Nhận thức của các cấp, các ngành và người dân về sự cần thiết phải đảm bảoan sinh xã hội; (ii) Các chủ trương, chính sách đảm bảo an sinh xã hội trên địa bàn thành phố; (iii)Nguồn lực tài chính để đảm bảo an sinh xã hội trên địa bàn thành phố; (iv) Hoàn thiện tổ chức bộ máyvà đội ngũ cán bộ; (v) Khả năng “tự an sinh” của người dân trên địa bàn thành phố.
3. Nghiên cứu kinh nghiệm về đảm bảo an sinh xã hội trên địa bàn cấp tỉnh (thành phố) của một sốquốc gia trên thế giới và Việt Nam để rút ra 05 bài học và vận dụng vào đảm bảo an sinh xã hộitrên địa bàn thành phố Hà Nội.
4. Trên cơ sở đánh giá thực trạng các điều kiện đảm bảo an sinh xã hội trên địa bàn thành phố Hà Nội,luận án chỉ ra một số hạn chế và nguyên nhân của hạn chế.
5. Đề xuất một số giải pháp chủ yếu nhằm tiếp tục đảm bảo tốt an sinh xã hội, góp phần
phát triển bền vững kinh tế – xã hội trên địa bàn thành phố Hà Nội trong thời gian tới: (i) Đẩy mạnh côngtác tuyên truyền, vận động các tổ chức chính trị, đoàn thể xã hội và người dân tham gia tích cực vàoviệc đảm bảo an sinh xã hội ; (ii) Đẩy mạnh tăng trưởng kinh tế gắn với công bằng xã hội, đảm bảoan sinh xã hội cho người dân ngay từng bước và từng chính sách phát triển của Thành phố Hà Nội ;(iii) Huy động và sử dụng hiệu quả các nguồn tài chính đảm bảo an sinh xã hội trên địa bàn Thànhphố Hà Nội ; (iv) Tăng cường khả năng tự “an sinh” của đối tượng thụ hưởng trên địa bàn Thànhphố Hà Nội ; (v) Đổi mới và từng bước hoàn thiện cơ chế, chính sách đảm bảo an sinh xã hội trên địabàn Thành phố Hà Nội.

SUMMARY OF THE MAJOR CONCLUTIONS
1. The nature of ensuaring social security in Ha Noi capital city is to ensure the necessary conditions for effective enforcement of social security policies of the State and society in order to limit, prevent and overcome risks caused by both objective and subjective factors to local people, ensuring the stability and development of the city.
2. Conditions for ensuaring social security in Ha Noi capital city include: (i) The awareness of the people and authorities of all levels about social security ensuarance; (ii) The plans and policies for social security in the city; (iii) The financial resources for social security in the city; (iv) The completion of authorized organizations and officials; (v) The “self-security” capacity of the city residents.
3. The thesis studies the experience in ensuaring social security of provincial and city-level localities in some countries in the world and in Viet Nam to draw five lessons and applications the field in Ha Noi capital city: (i) To synchronously and effecitvely instruct and organise the enforcement of social security policies in the capital city of Ha Noi; (ii) To formulate and promulgate specific rules on social security guarnatee in the city which is known as the country’s capital; (iii) To mobilise, develop and organise forces participating into social security guarantee in the city, especially to accelerate the participation of private sector to contribute to the social security system in the city; (iv) To mobilise, allocate and effectively use resources in guaranteeing social security in the city; (v) To learn from the linkage and to create a harmonious relationship between economic growth and social security guarantee in the city.
4. Fundamental solutions to continue adequately guaranteeing social security, contributing to the sustainable social-economic development in the city in the time to come: (i) To strengthen the dissemination, and mobilisation of political bodies, social unions and organisations and the people to take an active part in social security guarantee; (ii) To accelerate economic growth in connection with social justice, social security guarantee for the people from each step and each development policy of the city; (iii) To mobilise and effectively use financial resources for social security guarantee in the capital city of Ha Noi; (iv) To reinforce the “self-security” ability of the beneficiaries of social security in the capital city of Ha Noi; (v) To gradually renew and complete mechanism, and policies on social security guarantee in the capital city of Ha Noi
